Regulations on Enrollment and Requirements of International Students

I. Enrollment and Registration

Article 1 International students shall present their passport, study visa, Admission Letter of NUIST and the original Physical Examination Record for Foreigners when they register at the College of International Students (CIS)within the stipulated time. Transfer students shall also present the Transfer Certificate issued by the International Students Administrative Office of the previous university upon entry. Students who cannot enter the university on schedule shall seek prior approval from CIS in written forms together with relevant documents to obtain an excused delay of at most two weeks. Students who have not obtained the excused delay or whose excused delay expires shall be regarded as giving up the admission (absences due to force majeure and other legitimate reasons excluded). 

Article 2 International students shall pay their registration fee, tuition, accommodation insurance and etc. of the academic year within the registration days on Admission Notice. The complete payment of above fees is the prerequisite of registration and application for residence permit in China. 

Article 3 After the registration, students shall go for a physical examination at Jiangsu International Travel Healthcare Center. Students who do not pass the physical examination shall terminate their enrollment in the university. 

Article 4 International students shall pay fees of the new academic year in the first week of the new semester and then get registered in the university. Students who fail to register on time shall seek prior approval from CIS for an excused absence. Absence that are not permitted will be regarded as acts of truancy (truancy of one day is recorded according to the class hours of the current day). Students who haven’t paid the required fees or satisfied the required registration conditions cannot get registered. Students who can’t register within the first two weeks of each semester will be regarded as quitting school automatically.

Article 5 Student ID card is the valid identification of the student during the study period. Students shall keep the cards well and shall not change or smear cards or lend them to others.

II. Discipline and Attendance

Article 6 International students shall complete their study in accordance with the cultivation plan and participate in activities organized by the university, schools or classes. Students shall abide by university regulations. Do not be late for classes. Do not leave earlier from classes. Do not conduct truancy.  

Article 7 Certificates from the university clinic or hospitals over district or county level recognized by the university shall be submitted to apply for an excused absence due to illness. Relevant certificates shall be submitted to apply for an excused absence due to important affairs. Students shall not ask for an excused absence for traveling during working days. 

Article 8 Approval of Excused Absences:

1. Application of excused absences within three days (three days included) shall be approved by international students’ class teacher and reported to affiliated school of the students and CIS for archiving;

2. Application of excused absences of four to seven days shall be signed by international students’ class teacher and Master and PhD students’ supervisor, submitted to the vice dean of the affiliated school and CIS for approval and forwarded to CIS for archiving;

3. Application of excused absences above seven days shall be signed by international students’ class teacher and Master and PhD students’ supervisor, submitted to the vice dean of the affiliated school and CIS for scrutiny, discussed on College Affairs Meeting held by CIS for approval and forwarded to CIS for archiving.

Article 9 Approved application of excused absences shall be kept as records in CIS. Students shall return to campus and terminate the absence before the excused absences expire. Students who need to extend the excused absences shall apply to the school according to the regulations. 

Article 10 Absence of students who leave campus without the school’s approval, do not extend excused absences before the expiration or continue to be off class without school’s approval of extension application shall be considered as acts of truancy. These students shall receive criticism or penalties according to the span of the truancy, the consequences caused and their attitudes towards their behavior.

Article 11 Students whose excused absences have accumulated to a third (or more) of the class hours of the semester shall apply for a suspension of schooling, and those who do not propose the suspension shall discontinue the schooling. Students who have been absent for a third (or more) of the total number of a course’s classes or haven’t fulfilled a fourth (or more) of the assignments, practices or experiments of a course are unqualified to attend the final examination and shall re-study that particular course.

 III. Examinations and Grades

Article 12 International students shall attend the examinations and tests of courses stipulated in the cultivation programs. Grading system consists of two types: one is given in the form of percentages, the other is five levels, namely level A (excellent), level B (good), level C (medium), level D (pass)and level E (fail). Students must obtain a grade of 60 or level D (pass) or better to receive credit in the given course. The credits and grades students got will be filed in their personal profiles. Students who apply for course results review shall submit a written application within first 30 days of the next semester. Overdue application will be rejected. 

Article 13 International degree students are exempt from the courses of College Chinese, College English, Marxist philosophy, ideological and political education as well as Military Theory. The courses of China Overview and Basic Chinese are compulsory. 

Article 14 Students who cannot attend the examination due to important reasons shall submit a written application for an excused absence and seek prior permission from the course teacher and the school for a later replacement test. Students who encounter other problems during the examination cannot apply for a replacement test. Students who are absent without the excused absence or late for the examination for 15 minutes and above shall receive a zero grade and shall re-study the particular course.  

Article 15 Students who failed in a particular course are allowed to participate in the make-up examination on the stipulated date. Those who were absent in the make-up examination or failed shall re-study the course. The charge for re-studying is 300 CNY per credit. For elective courses, students may choose to restudy or select other elective courses if they fail.

Article 16 If students pass the make-up examination, the final grade of the course is calculated according to the following formula: divide the score by two and add thirty. The final grade will be recorded as 70 if the calculated result is more than 70. If the grade is given in the form of levels, the final grade shall be one level inferior to the level students got in the make-up examination and the best level of final grade is Level C (medium).   

Article 17 Students shall comply with the examination disciplines and regulations strictly. Students who violate the examination disciplines or cheat shall get a void grade for the course, the paper of which shall be marked as “cheating” or “violation” and receive criticism and relevant penalties in the light of the seriousness of the case. 

IV. Campus Order

Article 18 The university is responsible for maintaining the normal order of the campus and securing the studying and living surroundings of international students. 

Article 19 International students shall observe the university regulations and create and maintain the civilized, neat, beautiful and safe surroundings for studying and living. 

Article 20 International students are prohibited from excessive drinking, fighting, gambling, drug as well as spreading, copying and selling illegal books, journals and multi-media products and other behaviors violating provisions on security administration in China. Students are prohibited from illegal pyramid selling and any other activities that damage the university’s reputation and are against the social moralities. 

Article 21 International students are prohibited to establish any religious organizations, religious institutes or venues of religious activities in China. Students are prohibited from missions. They can participate in the religious activities in churches and other religious venues.

Article 22 International students are encouraged to get involved in the activities such as academic, scientific and technological activities, arts, entertainments and sports, which are beneficial to the physical and psychological health of students. However, the extracurricular activities shall not influence the university’s normal order of teaching and living.

Article 23 Celebrations in honor of the traditional festivals of home countries by international students themselves shall be approved by CIS and reported to Security Office of the University and carried out in the designated place and area. Any words or behaviors against or assaulting other countries or violating public moralities during the celebrations are prohibited. 

Article 24 International students’ use of internet shall observe the relevant regulations of China and the university. Students are not allowed to log onto illegal web pages or spread harmful information. 

Article 25 International students shall observe Dormitory and Accommodation Requirements. 

V. Suspension and Readmission

Article 26 For Students who have to suspend the study due to illness diagnosed by the university clinic or designated hospitals as well as other special reasons, affiliated school shall have preliminary scrutiny and CIS will examine for approval. Students shall submit the application in the first two weeks of every new semester (suspension due to health reasons excluded). In principal, the suspension can last for one year and the accumulated period of suspension shall not surpass two years. 

Article 27 Students in suspension shall deal with the leaving procedure and leave for home countries within ten days since they get the suspension notice. The university shall help students change residence permit to short term visa in the immigration office and maintain their school enrollment status, while students do not enjoy the rights of international students on campus during the suspension. 

Article 28 Students shall apply for the readmission with a written application 3 months prior to the suspension deadline. They shall pay the fees and get registered after getting approval of the affiliated school and CIS. Students who suspend their study due to health reasons shall offer the health certificate issued by the university clinic or other designated hospitals when applying for readmission and registering for new semester. Students who violate laws during the suspension are unqualified to resume the studies. The enrollment status of students who do not apply for the readmission in the stipulated period shall be cancelled.

Article 29 Students who resume the studies shall enter the major that they are enrolled in before the suspension. Which grade they shall enter upon the readmission is determined by their previous courses study performance, and they shall follow the cultivation program of the new grade to continue their studies.   

VI. Changing a Major and Transfer

Article 30 Changing a major and transferring to other universities are principally not allowed after international students register in the university. Students who have to transfer school or change major due to certain reasons should submit a written application at the last two weeks of the second semester to seek university’s approval. Upon the approval, they may go through the procedure of changing a major or transferring school at the beginning of third semester. Students can only change the major once during their study period. 

Article 31 International students who change their majors may enter the same or lower grade for study according to their basic knowledge learned. They shall acquire all the required credits according to the cultivation program of the new major in order to meet the requirements for graduation. Credits of the same or similar courses gained in the previous major can be transferred into the new major. Credits of other courses can be recorded as credits of elective courses in the new major.

Article 32 International students cannot transfer to other universities in any of the following situations: 

1. Students who have studied in the university for less than one semester;

2. Students who get admission with government scholarship or the university scholarship;

3. Students who shall withdraw their schooling or be expelled from the university;

4. Students who raise the transfer application without solid reasons. 

VII. Extension of Study Period

Article 33 International undergraduates who are unqualified for study completion or graduation by the end of the standard study duration of four years and meanwhile have not reached the conditions of withdrawal can apply for an extension of study period. After the examination and the approval of CIS, the students shall pay the tuition, accommodation and insurance fees of the extended study period according to relevant regulations. The maximum of undergraduates’ study period is six years.

Article 34 International undergraduates who have been approved for extension shall pay the tuition according to the credits that are to be studied in the extension period. Each credit is charged according to the following calculation formula: divide four-year tuition fees by credits required for graduation. Graduation dissertation (graduation design) is 10 credits.

Article 35 International master and PhD students can apply to extend the study duration in terms of research need required by the university. The application should firstly be approved by the supervisor and the school, and kept as a record by CIS. The students shall pay the tuition, accommodation and insurance fees of the extended study period according to relevant regulations. The maximum of masters’ study period is five years and the maximum of PhD students’ study period is eight years.

Article 36 International Masters and PhD students who have been approved for extension because of not getting the full credits shall pay the tuition according to the credits that are to be studied in the extension period. Each credit is charged according to the following calculation formula: divide the tuition fee for the first academic year by the credits required for graduation. Masters and PhD students who extend the study period because they do not finish the graduation dissertation shall pay the fees of cultivation and the supervisors’ work-load for the extension period according to the fee standard of the last semester of the standard study duration and also pay for thesis proposal, pre-defense, evaluation, printing, defense and all the other fees related to the dissertation. Students shall pay the fees beyond the standard if the dissertation work should be arranged individually,

Article 37 For degree students, if the compulsory courses they must attend during the extension period are not open in that semester according to the cultivation program, CIS can arrange the courses for them, but they shall pay teaching expenses. In this case, students do not have to pay the tuition according to the charge of credits. If the students do not want to pay for the teaching, they can also apply for a suspension of schooling for one semester. Students shall leave China for home country when they are in suspension. University will help students change residence permit to short term visa in the immigration office and keep the enrollment status.

Article 38 The maximum credits for undergraduates per extended semester are 16 credits. Students shall get full credits in one extended semester if the required credits are less than 16. The maximum credits for masters and PhD students per extended semester are 14 credits. Students shall get full credits in one extended semester if the required credits are less than 14. 

VIII. Withdrawal

Article 39 International students shall withdraw from the university in any of the following situations: 

1. Students who have not registered within two weeks after the new semester starts without permission and have no solid reasons;

2. The academic grades fail to reach the requirements or students have not finished the required courses in the stipulated years (study suspension included),

Undergraduates whose academic grades meet one of the following conditions:

(1)the credits are less than 20.0 at the end of the first academic year;

(2)the credits are less than 40.0 at the end of the second academic year;

(3)the credits are less than 60.0 at the end of the third academic year;

(4)the credits are less than 80.0 at the end of the fourth academic year;

(5)the credits are less than 100.0 at the end of the fifth academic year (extension period);

3. Students have not applied for readmission within the stipulated time when the suspension ends or students fail to get approval for readmission; 

4. Students discontinue their studies due to illness or accidental injury or disability diagnosed by the hospitals recognized by the university;

5. The truancy has reached 50 class hours or students do not attend teaching activities for two consecutive weeks without permission;

6. The excused absences accumulate to a third of the total class hours in one semester while students have not applied for a suspension of schooling;

7. Students apply to withdraw from the university. 

Article 40 Affiliated school and CIS shall process the withdrawal procedure and inform the students of the withdrawal notice, and CIS shall organize the college affair meeting when students sign the notice to discuss and issue the withdrawal decision letter. Students who apply for the withdrawal themselves shall submit a written application. The application will be examined by affiliated school and CIS. After discussion, college affairs meeting of CIS will issue the withdrawal decision letter. 

Article 41 Relevant issues after the decision of withdrawal: 

1. International students who have received the withdrawal decision letter or whose applications for withdrawal have been approved shall go through leaving procedures and leave for home countries within ten days; 

2. For international students who are diagnosed with mental illness or suffer from accidental injury or disability, the university shall inform their embassy or consulate in China and ask their parents, recommending institutes, their relatives or guarantors in China to take them back to home countries;

3. The university shall issue study certificates indicating the study period to students who withdraw from the university;

4. For students withdrawing from the university in the first semester of each school year, the tuition and accommodation fees of the second semester shall be returned; for students withdrawing from the university in the second semester, the tuition and accommodation fees won’t be returned. If the students whose study duration is less than one semester (one semester included) withdrawing from the university in the first half of the semester, the tuition and accommodation fees of the second half of the semester shall be returned, while no fees to return if they withdraw in the second half of the semester. 

Ⅸ. Rewards and Penalties 

Article 42 The university shall give commendations and awards to international students who have developed in an all-round way or are outstanding in the aspects of morality, academic performance, scientific innovation, physical education and public service.

Article 43 The university gives priority to the moral encouragement and employs the way of moral encouragement combined with material rewards in the forms of verbal praise, notice of formal commendation, assessing excellent international student , awarding scholarships, etc. 

Article 44 International students violating Chinese laws and regulations and the university rules and regulations shall be criticized and given relevant disciplinary penalties. The disciplinary penalties shall conform to the nature and the severity of the violations. 

Article 45 Levels of disciplinary penalties: 

1. Warning;

2. Serious warning;

3. Demerit;

4. Probation;

5. Expulsion.

Article 46 Students shall receive the disciplinary penalty of expulsion in any of the following situations: 

1. Students who violate state laws and constitute criminal offenses; 

2. Students who organize and incite the disturbance; students who disturb social order and teaching order and undermine stability and unity;

3. Students who destroy public property, steal state, collective or private property and cause serious damage and harm; 

4. Students who steal and refuse to correct despite repeated admonition; students who prostitute themselves and go whoring; students who drink excessively, gamble and assault of a serious nature;

5. Students whose truancy at one semester accumulatively meet or exceed one-third of the total class hours; the truancy for a day shall be calculated according to the actual class hours of instruction while lateness for three times will be deemed as one truancy;

6. Students who replace others or are replaced in the examination; students who organize a cheating or cheat by using communication facilities or conduct other serious cheatings;

7. Students who plagiarize or copy the research findings of others with serious consequences;

8. Students who are given disciplinary penalties due to frequent violations of the university regulations despite repeated admonition;

9. Students who violate other rules and regulations of the university with serious consequences.

Article 47 Students can be relieved from the probation if they make significant improvements during the probation period of one year. Students who have no improvements despite admonition shall be expulsed from the university. 

Article 48 The specific penalties towards other violations shall refer to Regulations on Penalties for Discipline Breach.

Article 49 Penalties for the international students that violate the regulations shall be fair in procedure, sufficient in evidence, clear in argument, accurate in nature determination and proper in punishment.

Article 50 The university shall give students a chance of personal statement and defense before the resolution of penalties. 

Article 51 The penalty of expulsion shall be forwarded by affiliated school and CIS, discussed and decided by International Students Affairs Committee. 

Article 52 The university shall send the penalty decision letter to students. The penalty of expulsion shall be reported to Jiangsu Provincial Department of Education and Exit & Entry Administration of Nanjing Municipal Public Security Bureau. The university will also inform the embassy or the consulate, representative or recommending institutes or students’ parents if necessary. 

Article 53 The expulsed international students shall complete the leaving procedures and leave for home countries within 10 days upon receiving the penalty decision letter. . 

Article 54 The university shall issue study certificates that indicate the study duration to international students who have been expulsed. 

Ⅹ. Completion and Graduation

Article 55 International degree students shall be awarded the certificate of graduation on the condition that they have completed all the courses stipulated in the cultivation program, gained all the required credits, passed the dissertation defense and got approval of graduation. Students qualified for academic degrees shall be awarded the corresponding bachelor’s, master’s or doctoral degree. 

Article 56 The university shall issue the course-completion certificate to undergraduates who failed in academic performance or graduation dissertation (graduation design).  These students can follow relevant formalities to apply to re-study particular courses, make up the dissertation (graduation design) and finish the dissertation defense within the maximum study period stipulated by the university. Students who have obtained all the required credits, passed the dissertation defense and got approval from the university shall be awarded the certificate of graduation and meanwhile the university shall withdraw the certificate of completion. The graduation date on the certificate of graduation shall be the date of awarding the certificate. The university does not award the bachelor’s degree in this case. Students shall stay on campus for restudy and they shall pay relevant fees according to university regulations

Article 57 The university shall issue the course-completion certificate to postgraduates who failed in academic performance or dissertation defense. These students can revise the dissertation within the stipulated time and apply for a make-up defense after the approval of the Dissertation Defense Committee (fees of make-up defense shall be paid by students themselves). Students who have passed the defense shall be awarded the certificate of graduation and can apply for a doctoral or master’s degree according to relevant regulations. Meanwhile the university shall withdraw the certificate of completion. The graduation date on the certificate of graduation shall be the date of awarding the certificate. No defense is available in case the make-up defense failed.

Article 58 The university shall award the academic transcripts and the certificate of study to international non-degree students who have completed all the required courses and obtained qualified grades. Non-degree students who are absent for one third or above of the total class hours shall not get the certificate. 

Article 59 Students whose graduation certificates, degree certificates, study certificates or completion certificates are lost or damaged can get a certification from the university after the case is verified by the university. The certification is equally authentic with the original certificate. 

Article 60 International students shall go through the leaving procedures upon graduation and get graduation certificates, degree certificates, study certificates or completion certificates by handing in The Form of University Leaving Procedures. Meanwhile the status as a student of the university terminates. The university shall not help graduates get residence permit extension and graduates shall leave the university for home countries on time.

Article 61 CIS shall do the academic electronic registration for graduates. 

Ⅺ. Others

Article 62 The issues not mentioned in the regulations shall be dealt with according to the relevant articles or regulations of the university and CIS is responsible for the interpretation of the regulations.
