Dormitory and Accommodation Requirements

The international students’ dormitory is a place where international students study and rest. The university stipulates the regulations for the purpose of enhancing the management and improving the service as well as providing students with safe and comfortable surroundings for study and living.

I. Regulations of Housing

Article 1 International students who apply to live on campus shall pay for the accommodation on time. College of International Students is in charge of the room arrangement. Students shall pay room deposit to the dorm administrator when they check in. Students who have been arranged to live on campus cannot live outside campus without permission.

Article 2 International students shall check room facilities and sign on List of Room Facilities if all of them are in good condition when checking in. The facilities shall be compensated according to their prices if they are damaged or lost during the use. 

Article 3 International students shall lodge in the rooms designated by College of International Students. Students shall obey the arrangement of the dorm administrator in case of need. Students should not change their rooms privately. In case of special reasons, students may submit a written application for changing the room 2 weeks after the new semester starts and move by the end of the semester after getting the approval of the college. Students cannot change the room after the semester finishes or the semester starts. Submission of the applications will not be accepted during the last 2 weeks before the semester ends. All the students can only apply to change the room once during the study period.

Article 4 International students’ dormitory closes at 11 p.m. on Monday to Thursday and Sunday, and it closes at 11:30 p.m. on Friday and Saturday. Students shall rest before the above-mentioned time. Students who return to the dormitory late for whatever reason must register at the dorm administrator’s with the student ID card. Climbing into the dormitory from outside is strictly forbidden. Coming back late or staying out overnight is also forbidden.

Article 5 Students should not copy or lend room keys to others. Students should not lend or sell rooms to others. Students shall not accommodate others in their rooms without permission of the CIS. Students shall not borrow other’s room keys from the dormitory administrators without permission.

Article 6 International students who return to home countries, go on trips or visit relatives and friends on holidays shall report to the dormitory administrator prior to their departure and come back on campus on time.

Article 7 Students should not enter other student’s room without permission, move or change or tear down furniture, occupy other student’s furniture, alter or break public dormitory facilities, paint or scribble dormitory walls, get extra large furniture or occupy other student’s room space. Violators have to make restoration, compensate the full losses and may receive disciplinary penalties depending on the circumstances.

Article 8 Gambling, excessive drinking, drug abuse, thievery, fighting and other acts in violation of Chinese laws and the university’s regulations are strictly forbidden. Flammable, explosive, toxic, radioactive and other dangerous items and pornographic articles are strictly prohibited. Selling, pyramid sale and other commercial activities are strictly forbidden. Making fire or burning things are prohibited inside the dormitory. No smoking and no cigratte butts throwing in the dormitory building. No pets in the dormitory building. The dorm administrator may check the stuff or luggage carried by the persons who are going to leave the dormitory building in case of need, and the persons shall cooperate in the examination and the relevant information registration. 

II. Regulations of Power Utilization

Article 9 Students need to pay for electricity according to the relevant regulations.

Article 10 The induction cooker, electric heater, electric cooker and other high-power electrical appliances are strictly prohibited in the room. The electrical appliances will be confiscated once they are found and the penalties will be given in accordance with relevant regulations. Public electricity theft is prohibited.

Article 11 If the electric appliances or circuits in rooms break down, international students shall report to the dorm administrator. The electrician will be sent for repair and students are strictly prohibited to dismantle or repair by themselves.

Article 12 Installing the electric wires and dismantling electricity boxes without permission are strictly forbidden. The power must be disconnected when there is nobody in rooms so as to prevent fire.

Article 13 If fire and other accidents are caused due to the violation of above regulations of power utilization, the person liable shall bear corresponding responsibilities, compensate all losses, receive university disciplinary penalties and even be prosecuted for his or her criminal liability for serious consequences.  

III. Regulations of Visiting

Article 14 Visitors are required to show their credentials for visiting. They need to conduct the following procedures and observe the following regulations:

1. Visitors shall register at the dormitory administrators with the credentials first, put the credentials at the dormitory administrators’ temporarily and enter the dormitory accompanied with the students visited. Visitors shall sign their name and the exact time of departure at the dormitory administrator’s and take back the credentials when the visiting ends. The dormitory administrator has the right to reject visitors who do not present the credentials. 

2. Visiting hours: Monday to Thursday, Sunday: 9:00a.m.—9:30p.m.

                            Friday, Saturday and holidays: 9:00a.m. --11:30p.m.

3. The dorm administrator has the right to ask the visitors to leave if the visiting exceeds the time limit. 

IV. Others

Article 15 International students shall observe social morality and form good habits. Public places such as the entrance and exit, corridors and stairs should be kept clear. No bicycles or goods shall be put in the public places. Personal articles left in the public places for over two days shall be dealt with by the dorm administrator as articles without owners. Students shall keep public places and the washrooms clean and tidy. Students shall not throw any article out of the building. The garbage shall be put in the stipulated places. 

Article 16 The cost for repairing the sewers blocked by the garbage shall be paid by the person liable or allotted evenly among students living in the room if the responsibility cannot be clarified.

Article 17 International students shall voluntarily maintain the facilities in public kitchens. Students shall practice water conservation and clean the kitchens regularly. While cooking, students shall use the cooking facilities properly according to the manuals. Do not pull the kitchen garbage into the sink. Take the personal cookers out of the kitchen in time after cooking. Do not leave the kitchen when cookers are in operation. If there is any accident caused by improper use of the facilities, the student liable shall compensate the full losses, receive university disciplinary penalties and even be prosecuted for his or her criminal liability for serious consequences. Taking the public electric appliances out of the kitchen is prohibited.

Article 18 International students shall keep the dormitory quiet and should not conduct activities which influence the study and rest of others, such as dancing, loud noise, excessive drinking, loud music and holding parties. If any bad influences, arguments or conflicts between international and Chinese students caused by above-mentioned actions occur, the students shall get punishments according to the seriousness of the cases. 

Article 19 International students who use the internet in the dormitory shall observe the relevant management regulations of the university’s network center. Users should not log in illegal websites, conduct illegal activities that endanger the national security or disclose the national secrets on the internet. Making, searching, copying and spreading information that obstructs public order and violates social morality as well as pornographic information are strictly prohibited.

Article 20 Students shall check out in a polite manner upon graduation or moving to other places. Students shall vacate their rooms according to the school leaving schedule. The room deposit will be refunded if the facilities in the room are in good condition, students clean the rooms, return rooms keys and paid off electricity fees. The university has the right to deal with the articles left in rooms. Students who remain in the dormitory or leave their belongings in their rooms without permission from the college shall pay additional accommodation fee and bear all the losses caused by factors such as the room maintenance.  

Article 21 For students who leave the university over one month without reporting to College of International Education, the university has the right to empty the room and will keep the personal belongings for the students for only one month. 

Article 22 International students shall respect the dormitory administrators, actively participate in the routine check for room conditions and safety organized by CIS, Dorm Center, Security Department of NUIST and public securtiry bureau.. Students’ daily performance in the dormitory is one important criterion when applying for university scholarship and awards and attending review of government scholarship. 

Article 23 International students shall observe the above regulations and violators will be subject to disciplinary penalties in light of different cases. CIS will order the students who cause bad influence to withdraw from the university in accordance with the regulations. 

Article 24 Relevant provisions and regulations shall be referred to when dealing with the cases which violate dormitory safety and order but not mentioned here.
